According to the Odessa Police Department, officers were dispatched around 7:30 p.m. on April 21, 2026, to the High Plains Apartments on Andrews Highway after reports of a gunshot victim.
Upon arrival, officers found I’sis Garza unresponsive on the ground. First responders immediately began CPR in an effort to save her life, but despite their efforts, she was pronounced dead at the scene. Authorities confirmed that her next of kin have been notified.
Arrest Made in Connection to the Case
Investigators quickly identified David Dewayne Horn Jr. as the suspect. Police say he fled the scene in a vehicle but was later located traveling south on Grant Avenue, where officers conducted a traffic stop and took him into custody.
During the investigation, officials reported that Horn admitted to the shooting following an argument, identifying Garza as his common-law wife. Based on the evidence gathered, detectives obtained a warrant charging him with murder, a first-degree felony under Texas law.
He is currently being held at the Ector County Law Enforcement Center as the case moves forward through the legal process.
